Summary
At the moment the healthcare system faces major challenges. Due to decreasing budgets combined with a decreasing number of healthcare professionals, and the increasing demands of a rapidly growing elderly population, much more output is required from the healthcare system with little or no increase in the (financial) input. Therefore, enhancing performance (costs vs. output) and quality of healthcare services becomes more and more a crucial aspect in the long run.
In this research project we aim to develop a goal analysis technique that will be applied for the identification of conflicting goals in value shop chains. Goal analysis is a method primarily aimed at modeling and reasoning about organizational environments and their information systems (Yu 1997), or for supporting software development in early phases (Mylopoulos et al. 1999). In our opinion it is also very suitable for analyzing process re-engineering, and, in this context, for decentralized scheduling coordination. Based on this analysis specific steps in an overall value shop chain can be identified where explicit effort is needed for negotiating over actor coordination terms.
The goal analysis technique for value shop chains will be tested in a case study carried out at the Medical Spectrum Twente (MST) where we can research the identification and modeling of conflicting goals at the radiology department. Based on this analysis we propose measures for resolving conflicts that lead to a low efficiency rate.
